The Russian government has stated that the borders will still remain closed and visas will not be issued except in certain exceptional cases. Currently, the consulate issues crew member visas, driver´s visas and in some cases technical maintenance visas. Exceptionally, visas may also be issued to family members of Russian citizens.

Also, the Russian government has given a one-time opportunity to leave the country to persons who have the citizenship of another country, a residence permit or some other official document which prove the permanent residence in another country.
